Yes, multi-level marketing is legal in the United Kingdom, but pyramid selling is illegal under the Trading Schemes Act 1996 and the Trading Schemes Regulations 1997. Is MLM legal in UK depends on the same test used elsewhere: whether income comes mainly from real product sales (legal) or from recruitment fees (illegal).
