Are pyramid schemes illegal? Yes. Pyramid schemes are illegal in most countries around the world, including the United States, Canada, the United Kingdom, Australia, and all EU member states. They are classified as fraud because they are designed to benefit a small number of people at the top while the majority of participants lose money.

**Legal Status by Region**

In the United States, pyramid schemes violate federal law under the FTC Act and are prosecuted by the Federal Trade Commission. Many states also have their own anti-pyramid-scheme statutes. In the UK, they fall under the Trading Schemes Act. In Australia, pyramid schemes are banned under the Competition and Consumer Act 2010.

Is pyramid scheme legal anywhere? Some countries have weaker enforcement or unclear regulations, but no major economy treats pyramid schemes as a legal business model. Even in countries where enforcement is inconsistent, the model itself is considered fraudulent.

Are pyramid schemes legal if they sell products? Not necessarily. If the primary source of income is recruitment rather than genuine product sales, the business is still a pyramid scheme regardless of whether a product exists.
